Top floor. There's a bunch of revolvers you can find all over the place, and failing that, the dealer who sells the silencer also sells revolvers and ammunition. Wait, I missed an arms dealer?! I've not seen the one in the above post, but you can find a pistol already with a silencer on the apartment NE of the Palisade blade building. It's the building that has a glass overhang facing the Palisade blade. Once you purchase it, head into your inventory to equip it. Once inside his office, locate the safe that is hidden in the wall in the far corner.
There should be a level 5 Terminal here. So go ahead and hack it.
